DEVELOPMENT MANAGEMENT SERVICES

From opportunity through stabilization.

VREC provides owner-side development management across the real estate development lifecycle - helping clients evaluate opportunities, structure the development program, coordinate entitlements and design, address capital requirements, oversee execution and guide the asset toward stabilization.

ONE OWNER-SIDE PERSPECTIVE ACROSS THE DEVELOPMENT LIFECYCLE.

The role of VREC

Development requires hundreds of interconnected decisions across land, feasibility, design, entitlements, capital, construction and operations. VREC helps clients manage those workstreams as an integrated business plan, coordinating specialized professionals while keeping ownership's objectives at the center of the process.

The goal is not simply to advance a project from one milestone to the next. It is to continually test decisions against feasibility, risk, capital requirements, design intent, schedule, operating assumptions and the client's strategic objectives.

Our approach

OPPORTUNITY & SITE CONTROL

Identify and Secure the Opportunity

  • Identify target markets, submarkets and potential sites.

  • Manage the Letter of Intent process and coordinate appropriate legal representation.

  • Coordinate purchase-agreement drafting, review and negotiation with the client's legal team.

  • Establish and manage critical dates and coordinate the process before, during and after land closing.

ENTITLEMENTS & DESIGN

Translate Strategy Into an Executable Development Program

  • Coordinate entitlement efforts with local jurisdictions, the design team and land-use counsel where applicable.

  • Identify and manage available incentives and necessary cost-sharing agreements with local jurisdictions.

  • Recommend development programs and scopes aligned with the strategic business plan.

  • Manage the design process from conceptual and schematic design through design development and construction documents.

  • Coordinate peer review, page turns, contractor plan-review comments and value-engineering options.

  • Help coordinate contract documents to reduce avoidable change-order exposure.

LEASE-UP & STABILIZATION

Carry the Business Plan Into Operations

  • Source qualified property-management firms and support negotiation of the property-management agreement.

  • Review rental comparables, lease-up plans, lease-up budgets and marketing strategy.

  • Conduct recurring lease-up calls and site visits to monitor execution.

  • Review monthly financial statements and owner reports for areas of improvement.

  • Lead the stabilized annual operating-budget process and focus on maximizing NOI performance.

  • Transition longer-term oversight to the VREC Asset Management Services framework where appropriate.

FEASIBILITY & RISK

Test the Business Plan Before Committing Capital

  • Source and coordinate appropriate architecture, engineering and consulting professionals.

  • Source and manage appraisal, market-feasibility and environmental firms as required.

  • Coordinate with title/legal teams to address title or legal matters.

  • Gather market intelligence from local property-management firms and brokerage professionals.

  • Perform financial modeling, sensitivity analysis and risk assessment.

CAPITAL & EXECUTION

Align Capital and Project Execution

  • Prepare construction-financing and JV-equity requests on behalf of the client.

  • Evaluate and underwrite lender and equity term sheets.

  • Coordinate review and negotiation of financing and operating documents with the client's appropriate advisors.

  • Support investor reporting and investor-relations activities.

  • Coordinate construction-management and oversight activities under the separate VREC Construction Management scope.

  • Prepare debt/equity draw requests, review contractor pay applications and provide monthly financial reporting.

Who this is for

  • Landowners evaluating whether and how to develop a real estate opportunity.

  • Owners and investors who have capital and a development concept but need experienced owner-side management of the process.

  • Family offices or investment groups without a full internal development platform.

  • Developers seeking additional principal-level bandwidth for a complex project or selected workstreams.

  • Capital partners or lenders who want experienced development perspective around execution, risk and stabilization.

When to call VREC

  • Before committing to a site or executing a purchase agreement.

  • When feasibility, market assumptions, financial modeling or project risk need independent scrutiny.

  • When entitlements, incentives, design coordination or consultant management require experienced leadership.

  • When the project needs an integrated strategy connecting design, capital, construction and operations.

  • When ownership needs help evaluating debt/equity alternatives or coordinating capital requirements.

  • During lease-up or stabilization when the development business plan must transition into operating performance.

How Development Management differs from Construction Management

Development Management is the broader owner-side discipline: it integrates site selection, feasibility, entitlements, design, capital, construction and stabilization. Construction Management is a focused execution service within that lifecycle, centered on contractor coordination, construction cost and schedule, pay applications, change orders, quality-control processes and closeout.
